in baltimore. fredericksberg, virginia, at 56 degrees and in higers town it is 60 degrees at this hour. and here, not a cloud in the sky. clear skies across most of the area and a couple of clouds off to the south and east and we do not expect any precipitation today. after a cool start, mostly sunny. normal high would be 80 degrees and we're looking for a eye of 83 in the middle of the afternoon. that's a look at the weather. now another look at this morning's rush hour traffic with julie wright. >>> outer loop had yet another crash as traffic merges from 95 to the outer loop. outer loop delays from college park into silver spring, with 95 flowing south to the parkway. bwi is better source. past 9, the pace improves toward university boulevard. southbound 270 delays, and on and off the brakes from falls road toward the split. in virginia, no change here, northbound 95 jammed up in the main line out of woodbridge leaving the prince william parkway. slow traffic in springfield, 395 slow to seminary road. on route 1 delays to 123, traffic slows again toward fort belvoir. that's a check o

, pennsylvania jersey back through virginia, west virginia. but as we look further west our next weather maker is beginning to develop. couple of storms flaring up through central missouri headed in through the southern part of illinois. that same storm system headed our way. we think it will bring some clouds tomorrow afternoon. best chance of rain tomorrow night into the overnight hours. that's actually good time. we don't think we'll get a lot of rain with this storm if we get the rain in the overnight hours it soaks into the ground a little better we could use it. in the meantime high pressure in control. >> that's going to keep dry weather dominating the forecast picture for 24 hours. few clouds build in early in the morning but most of the cloud cover holds out late in the day. rain knocking on our door to the west and then the scattered showers we hope will hold together as they come through the overnight thursday and clear out friday so the weekend with still looks absolutely picturesque and fantastic. out here in the tropics unbelievably active it is extremely rare to two major named

but should be clearing in the next 30 minutes. math sailing 95 to 270. no complaints. in virginia, 66 eastbound appears to be moving well out of manassas to inside the beltway. 95 northbound, also checking out okay from the beltway to the 18th street bridge and 95, before that, we are looking at a one hour drive from fredericksburg to the springfield spore change. back to you. primary day 2010 has come and gone and there's major changes in our region. specifically in the district of columbia. the citizens of dc voted and mayor fenty has been defeated by vincent gray. with t 0% of precincts reporting, gray finished with 53% of the vote while mayor fenty carried 48%. chairman -- gray's victory assured he will be the next mayor since there is no republican running in the general election. >> make no mistake, we will work to restore your trust in city government by being fiscally responsible by bringing back transparency and sending a message that the days of play to pay politics are over in district of columbia. >> reporter: the mayor conceded the race at 2:45 this morning. he was critic

is okay from t 5 past 270. live conditions here at university. virginia 66 heading eastbound tracking the trip, as well. everything is good from centreville past 50 to the capital beltway. as we take you over to 395 northbound, lanes are wide open. no issues to report making your way from t 5 past shirlington and beyond. back to you. >>> campaign 2010 in the district has led to a new mayor. voters ousted mayor fenty in the democratic primary in favor of city council chairman vincent gray. with 90% of precincts reporting gray leads with 53% of the vote to fenty's 48%. -- 46%. chris fin fisher is live with more. >> this race wasn't called until 2:00 this morning. and gray didn't even give his tip stance speech until a half hour later. so this is a very, very late night for even involved from all the campaign workers here at the headquarters to the campaign itself. vince gray took the stage at 2:30 this morning. this victory virtually assures that gray will be the city's next mayor. after all he has no republican challengers and fenty previously said he will not be a write in candidate.

as clear as you'll ever see it across maryland, delaware, new jersey, pennsylvania, virginia. it was all crystal clear. off to the west. well off to the west. high pressure is bringing sunshine clear night tonight but off to the west we are watching a developing storm system. it really doesn't have much prospect to bring us heavy rain, but we think this will come in at least bring us some showers late tomorrow evening through the overnight and then maybe friday morning. here's some of the timing for it on one of our in-house computer models rain knocking on the door of western maryland tomorrow night. i'm not expecting a heavy deluge of rain it will probably be gone by 8:00, 9:00 friday morning. sunshine settling for a fantastic weekend. in the east that is not looking for a great weekend is bermuda. why? category 4 hurricane igor with 135 miles per hour winds bearing down on the island. right behind it hurricane julia one point a category 4 now category 3, but a couple of major hurricanes churning out in the atlantic. once again the track of this thing has changed just a little bit. i

're right. i'm about 20 miles outside of washington, d.c. right now. virginia, a democratic state in 2008. president obama took it back, however, in 2009, t.j., we saw republicans take back the governorship. republicans are hoping to pick up a couple seats in this state in their quest for at least 39 seats. the number, t.j., that they need to take back the house of representatives. you're right i got to spend about a half hour with republican national committee chairman michael steele, t.j., as we grove out here, very interesting things to say to me. >> we have watched as this government has ignored the people. and has acted in a way in which they have dismissed, they have name called, and they have just put out of their minds what's important. what's important to america. well, guess what? we take the country back by firing pelosi. we take the country back by retiring harry reid. >> reporter: there you go. there's michael steele in washington, d.c. right before he left to head into virginia, t.j. let me tell you, a couple things he had to say to me on the way out here to fairfax, 20 mime

. with the president's panes in virginia on monday in a suburban backyard for an hour and a half he took questions from the residents of this neighborhood. not once in those 90 minutes was the war with afghanistan, was iraq, was the military ever mentioned either by the president or any of about 20 people who asked him questions. how do each of you view this apparent lack of interest or weariness with what's happening there? >> i think for a lack of interest or weariness for all the people who didn't speak about it or think about it, i think there's millions more americans that really do understand what the american soldier is going through, and i'm not doing it right now. i'm still a soldier, but at the same time, i'm proud. i'm so proud to say i'm with the 173rd. i am stoked that i can say, i'm with the rock. battle hard. i'm proud right now of being on the attachment team, serving and they're out in doing it again. and if other people don't know, well, hopefully they'll listen to this and they'll remember that there's men and women out there every single day giving everything for their country. >> y
